How can i make it happen?

I really like this girl named zoe. She likes me and this guy name cole. She says she likes me more but she always hangs out with him. I really want to date her but shes not allowed to date.. I need a way to have her hang out with me more and a way to ask her out and atleast get her to date me. We are in 7th grade
