Is there hope to whiten back the skin of my phallus?

before reaching puberty all of my skin were fairly light in color but as I aged, changes are visible in my crotch specially my phallus is very dark like a *****'s phallus but the glans is pinkish shiny smooth. I have tried the papaya soap which indeed have whitened my other parts of the body but not my crotch. Could it be fungal infection that caused it to darken like the skin of the dark colored people? I am a circumcised asian but my main concern is how my phallus will revert to its usual skin color.
